Village of Slinger Housing Authority

 

The Slinger Housing Authority was created in 1978 by the Village of Slinger to provide housing assistance to lower income residents of the area. The Authority is governed by a board of commissioners who are appointed by the Village. The three major programs of the Authority are rental housing, home buyer counseling and home owner rehabilitation.

Rental Housing

Scenic View Apartments is an independent partner of the U.S. Department of Housing and Urban Development (HUD). We follow HUD regulations and procedures to provide housing for low-income families, the elderly (50+) and people with disabilities. Rents are based on income level and are calculated on an individual basis in accordance with HUD regulations.

Our spacious one-bedroom apartments come furnished with refrigerators and electric ranges. Laundry rooms are located on each floor for your convenience, and our elevator eliminates the hassle of climbing stairs.

Outside, our three-season gazebo offers residents the opportunity to enjoy the outdoors in comfort while our picnic shelter provides a larger area for tenant activities. For added security, we provide an automatic door entry system which locks every evening and a private parking lot for your vehicle.

By far, the most important feature of Scenic View Apartments is our residents. Each year, residents elect a resident advisory committee to organize building events and listen to tenant concerns. The committee also organizes activities such as Friday night movies, cards and bingo. Other regular activities in our Friendship Room include exercise sessions and monthly mass.

Our residents also take special pride in helping each other and making their building a home they are proud of. Residents volunteer their time to plant flowers in the summer and decorate the building during the holidays.

Scenic View Apartments is conveniently located so that all of life’s necessities are only a few minutes away. A shopping center is located directly across the street, providing easy access to a bank, a pharmacy, a restaurant, and several small stores. The nearest grocery store is less than two miles away, and highway access is less than five minutes away for those interested in traveling to Milwaukee or northern Wisconsin.

Home Buyer Counseling

The Slinger Housing Authority provides home buyer counseling to the HOME Consortium Counties of Ozaukee and Washington. The HOME Consortium was created in 1998 to serve the housing needs of Jefferson, Ozaukee, Washington & Waukesha Counties. Its primary objective is to stimulate the availability of affordable/workforce development housing.

The Authority provides a complete package of supportive counseling services that empower the participants to achieve the dream of home ownership. This assistance is provided throughout the home buying process with credit awareness, acquiring budget management skills, learning about mortgage products and guidelines, the selection of property and the post- purchase responsibilities of home ownership. The Authority provides monthly educational home buying seminars and provides ongoing one-on-one counseling with clients, as needed. The program meets the home buyer counseling requirements of the HOME Consortium Down Payment Assistance Program of the HOME Consortium and the Down Payment Plus Program of the Federal Home Loan Bank of Chicago. 

Did you know that you may be eligible to receive a forgivable grant of up to $5,000 to help assist you with the up-front costs of buying a home? The HOME Consortium Grant Program is available through participating lenders. If you are eligible, this forgivable grant can help pay for up to $5,000 in customary costs and fees related to buying a home and/or a portion of your down payment. This may be just the kind of help you need to be able to afford to buy a house. The counseling program also qualifies for the Downpayment Plus grant program.

If your household income adjusted by household size does not exceed: One person $37,650, two persons $43,000, three persons $48,400, four persons $53,750, five persons $58,050, six persons $62,350. Maximum purchase price of home is $194,800.

Borrower Income Eligibility:                 Household income may not exceed 80% of
                                                                     county median adjusted by household size.
                                                                     (Check figures above.)

Loan Forgiveness Period:                  The HOME Grant is forgiven over a 5-year  period.                                                                         This means that 20% of the original grant
                                                                    amount is given each year over the 5-year period
                                                                    as long as borrower continues to occupy the
                                                                    home.     

Home Buyer Counseling:                     Pre-purchase counseling is required. Borrower
                                                                    must complete the approved Home Buyer
                                                                    Counseling Program offered through the Slinger
                                                                    Housing Authority.  Sessions fee is $50.00 per
                                                                    family, with a program fee charged at closing.

Eligible Costs Financed by Grant:      Down payment, all closing costs, prepaid items,
                                                                     home inspection and home buyer counseling. 
                                                                     There can be no cash back to borrower.

Downpayment Plus is a down payment and closing cost assistance program for low and moderate income home buyers, funded as a set-aside through the Affordable Housing Program (AHP) of the Chicago Federal Home Loan Bank (FHLB). Funds are available to all Chicago FHLB member financial institutions in Wisconsin, including member subsidiaries and affiliates. The assistance provided is in the form of a grant paid on behalf of the borrower at the time the borrower closes on mortgage financing with a participating member financial institution. 

The program is available to home buyers with a combined annual household income at or below 80% of the median household income of the area where the property is located, adjusted for family size. The borrower must contribute $750 toward the purchase of the home. The purchaser(s) must complete a home buyer or home owner counseling program prior to receiving grant funds, and sign a certificate of eligibility that certifies their income. The borrower is not eligible to receive AHP funds within 30 months of receiving a Downpayment Plus subsidy for the same home.

The maximum grant is $5,000 per property. Downpayment Plus may not be used with other AHP subsidies for down payment, closing cost assistance or home ownership counseling costs for the same borrower in the same transaction. Owner-occupied one- or two-unit properties are eligible for grants. The property must be the borrower/grant recipient's primary residence. If a property is not located in Illinois or Wisconsin, it must be in the primary service area of the participating member. The property can be attached, detached or condominium.

Home Owner Rehabilitation Assistance

The Slinger Housing Authority is also under contract with the HOME Consortium to provide assistance to home owners in Washington County. The specifics of the program are presented below.

Purpose:                The purpose of this program is to provide favorable funding to
                                 Washington County low and moderate (household income
                                 <80% of CMI) home owners to assist them with lead paint
                                 abatement and making other required improvements to their
                                 homes.  This program works in cooperation with other HOME Consortium
                                 Rehabilitation Programs.

Eligible
Households:         
Eligible recipients must have total household income
                                  <80% of the area median income adjusted by household size (see
                                   Exhibit A).

Eligible
Properties:             
Single-family owner-occupied units, except mobile homes,
                                   in Washington County that comply with program guidelines and
                                   any applicable local codes for completed repairs.  All units
                                   rehabilitated under the program must comply with HUD Housing
                                   Standards (including lead paint standards), local codes and HUD
                                   Purchase Price Limits (see Exhibit B) for Washington County. 
                                   Eligible properties must be built prior to 1978 and the home owner must
                                    have no more than 50% equity in the property.

              Lead paint abatement activities and code and HUD Housing
                                   Standards violations determined by inspection.

Terms & Fees:        For households whose income is less than 80% of the area median income
                                    adjusted by household size, the program provides a forgivable grant of up
                                    to $10,000 per owner-occupied unit.  The grant is forgiven over a period of
                                    ten years at a rate of 10% per year.

                                    Funds will be provided after work is complete and is cleared for Housing
                                    standards, Lead Paint Standards and all local codes.  Any payments
                                    required by contractors prior to the completion and final inspection of the
                                    work is the home owner's responsibility.

                                    All program funds must be used on eligible repairs.  The owner can utilize
                                    as much of their own funds for rehabilitation work as they like.  The owner
                                    must have their units pre-inspected to HUD's Housing Standards and Lead
                                    Paint Standards and local codes.  The Slinger Housing Authority charges
                                    a processing fee of $90.  An inspection fee and clearance fee of $250 is
                                    also charged to the owner.  This fee can be paid from the grant.  The
                                    Authority will process and monitor all on-going projects.  Authority staff will
                                    approve completed work and will clear units for occupancy using Program
                                    standards.
